One million less for Capacity Buildings in 2019

According to the latest Annual Work Programme, released on October 11th, 2018, the upcoming year will see less funds for the Capacity Building in the field of Youth. In fact, in 2019 the total amount for such Key Actions lowered from 10 to 9 million, due to some changes that have occurred in the last couple of years (see p. 119 of the programme).

When we contacted her, the project officer of Education, Audiovisual and Culture Executive Agency (EACEA) confirmed to us that these cuts regard only the calls of the first type of Capacity Buildings, that is the one between the programme countries and the other partner countries. As for the other three kinds of projects (between programme countries and western Balkans, eastern Europe and Tunisia), the funding is provided through additional funds allocated to Erasmus+ programme – see p. 123 of the programme.

Still, although “no country receives, for each field and for each Key Action, an amount that is decreased compared to 2017” (according to the 2018 annual work programme), soon afterwards one can read “except for Youth, due to the impact of the European Solidarity Corps where, under Key Action 1, funds are decreased between 20% and 30% compared to 2017” (see p. 129 of the 2018 annual work programme).

Similarly, in 2019 “For Youth mobility, the decrease is limited to the 63% of the 2018 amount and no country should receive more than 70% of the 2018 amount”.
