The European Commission has initiated the call for proposals for the 2024 cycle of Erasmus+, the European Union’s initiative supporting education, training, youth, and sport across Europe.

Overview

With a substantial budget of €4.3 billion for the upcoming year, Erasmus+ will maintain its commitment to facilitating transnational experiences for school pupils, higher education students, and vocational education and training participants. The program will also extend opportunities to adult learners, educators, staff, and young people engaged in non-formal learning programs.

In response to the impact of inflation on those studying abroad and to encourage broad participation, the program will elevate mobility grant levels. In line with the 2023 approach, individual support grant amounts for those undertaking learning experiences abroad will be adjusted by 5.9% in most mobility actions for the 2024 call. Additionally, a 12.27% increase was implemented in 2023.

In 2024, the program will introduce enhanced incentives for sustainable travel, positioning it as the default option. Participants from remote areas, islands, or places lacking sufficient rail networks will receive appropriate compensation for utilizing sustainable modes of travel. Notably, travel contributions will be extended for intra-European higher education mobility, ensuring more consistent funding rules across all sectors.

Cooperation activities under Erasmus+ will persist in bringing individuals and organizations together to address the program’s four overarching key priorities: inclusion, active citizenship and democratic participation, and green and digital transitions.

These activities can range from supporting local-scale projects to transnational initiatives such as European Universities, dedicated to transnational university alliances, Centres for Vocational Excellence, and Erasmus+ Teacher Academies, all playing pivotal roles in the green and digital transitions of education and training systems.

Erasmus+ remains committed to supporting Ukraine through projects that encourage incoming learning mobility, empower individuals with new skills, combat disinformation, and facilitate the integration of refugees into new educational systems.

The program will also maintain its central role in promoting common EU values. All program beneficiaries and their implemented activities will align with and promote values such as human dignity and rights, freedom, democracy, equality, and the rule of law.

Under this Erasmus+ call for project applications, any public or private body active in the fields of education, training, youth, and sport can seek funding either via Erasmus+ National Agencies or the European Education and Culture Executive Agency (EACEA).

Background

The total budget available for Erasmus+ from 2021 to 2027 is €26.2 billion, supplemented by around €2.2 billion from the EU’s external instruments. Since 1987, the Erasmus+ program has benefitted over 14 million people through participation in various education, training, and youth mobility activities, continuously expanding its reach.

Next Steps

The Commission has launched the call for proposals under the Erasmus+ initiative for 2024, following the adoption of the 2024 work program.

The Commission is in the process of preparing the mid-term evaluation of the ongoing program (2021-2027) and the final evaluation of the predecessor program (2014-2020). This will be submitted to the Council, European Parliament, Committee of the Regions, and the European Economic and Social Committee. A public consultation has been initiated in all 24 EU languages to collect opinions on Erasmus+, running until 8 December.

Official Guide to European Funding 2023

Are you interested in European programmes and do you want to know how Europeans funds work and how they can be accessed?

There are endless possibilities for youth associations, authorities, schools, universities and many other actors, but it is often not easy to obtain information about the programmes that the European Parliament offers.

For this reason we are pleased to announce the publication of the Official Guide to Europeans Funds 2023!

The Guide

The guide has several chapters, each one explaining the Europeans funds of each area in which the European Parliament works.

It covers financing under the EU’s 2021-2027 budget and the funds are listed in a simple way with a short descriptions highlighting the opportunities they offer.

Each chapter explains in detail the operation of each program, how to get funds and specific links to official sites; we recommend reading the chapter “CULTURE, EDUCATION, YOUTH, SPORT“, in which the authors illustrate in details all the tools and possibilities that the European Parliament offers to young people and youth associations.

This paragraph explains numerous youth mobility programmes and opportunities, including:

  • Erasmus+
  • European Solidarity Corps
  • YouthPass

It also shows how to use the official websites, and how to access all their features.

Conclusions

Interested organisations can now apply for a new Erasmus Plus call to pilot a joint European degree label and test institutionalised EU cooperation instruments, such as a possible European legal status for alliances of higher education institutions, in the perspective of facilitating deeper transnational cooperation between universities in Europe.

Topic 1: Pilot a joint European degree label

The label would

  • recognise the value of innovative transnational learning experiences
  • increase the visibility, attractiveness and reputation, both in Europe and beyond, of such joint programmes provided by alliances of European higher education institutions
  • be issued as a complementary certificate to the qualifications obtained by students graduating from joint programmes delivered in the context of transnational cooperation between several higher education institutions

Based on the results of this preparatory work, the Commission will report to the Council of the European Union on the way forward towards a possible joint degree based on co-created European criteria, building on the instruments of the Bologna Process.

Budget: €1,000,000

Purpose: support development and piloting to implement European criteria on awarding a joint European degree label

Topic 2: Pilot institutionalised EU cooperation instruments to explore the feasibility for a possible European legal status for alliances of higher education institutions

These steps would give alliances, on a voluntary basis, the latitude to act together, make common strategic decisions, experiment with joint recruitment, design joint curricula or pool resources and human, technical, data, education, research and innovation capacities.

Budget: €1,000,000

Purpose: support the piloting of existing European instruments to facilitate deeper, long-term flexible transnational cooperation among higher education institutions

This Call is part of the Erasmus Plus programme, and opened back on 15 June 2022. It builds on the European strategy for universities, presented by the European Commission on 18 January 2022.
The deadline to submit your proposal is 6 October 2022, 17.00 CEST.

Context

Education is central for developing, disseminating and valorising knowledge and innovation, for building innovative pedagogies, as well as nurturing talents.

Higher education institutions have a unique position at the crossroads of education, research, innovation. They serve society and the economy, and play a critical role in achieving the European Education Area and the European Research Area, in synergy with the European Higher Education Area.

Objectives

The Education and Innovation Summit will bring together key actors from the world of Education and Innovation to share knowledge and inspiring experiences on innovative education practices and on building bridges between the education and higher education communities, and their surrounding innovation ecosystems. Together, the participants will discuss

  • the role of higher education institutions as drivers of innovation
  • the importance of enabling creativity, stimulate vocations, and foster entrepreneurship competences of learners at all education levels
  • concrete steps to enhance innovation in higher education teaching and learning

These exchanges will provide input to the implementation and further development of innovation actions under the European Strategy for Universities and the upcoming Innovation Agenda.

What Are Jean Monnet Actions?

Fostering European studies is exactly the goal of Jean Monnet activities. They fall under the Erasmus+ Programme and address specifically to scholars, universities and other bodies dealing with research or teaching. Two main aims: improving European integration and spreading European values, in and out the EU boundaries.

There are three kinds of such activities:

  • Teaching and Research: Jean Monnet Modules, Chairs and Centres of Excellence.
  • Support to Associations: Jean Monnet support to Associations.
  • Policy debate with the Academic World: Jean Monnet Networks and Jean Monnet Projects.

Although they are designed mostly for higher education institutions, in order to enhance employability and improving career prospects for young graduates, there’s also the possibility for organisations active in the field of youth to take part – as stated in the official website, that refers to the Erasmus+ Programme Guide.

The Online Info Session: Erasmus+ Capacity Building in Higher Education (CBHE) runs on December 17th from 10am to 12.30pm (Brussels Time) with a focus on Asia and Pacific areas. It is a great opportunity to learn how how to prepare a competitive proposal targeting Asia (Region 5) and Pacific (Region 8).

Erasmus+ Capacity Building in Higher Education

The Erasmus+ Action ECBHE supports international cooperation projects based on multilateral partnerships between organisations active in the field of higher education. It supports the relevance, quality, modernisation and responsiveness of higher education in third countries not associated to the Erasmus + programme for socio-economic recovery, growth and prosperity and reacting to recent trends. In particular:

  • economic globalisation;
  • decline in human development;
  • rising social, economic and environmental inequalities exacerbated by the COVID-19 pandemic.

Asia and Pacific Regions

In this session, the focus will be on Asia (Region 5) and Pacific (Region 8), thus addressing the following countries:

  • Region 5: Bangladesh, Bhutan, Cambodia, China, DPR Korea, India, Indonesia, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Vietnam;
  • Region 8: Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia – Federated States of, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, Vanuatu.

The online info sessions suits therefore any organisation based in any of these countries or any organisation willing to submit a project proposal under the Erasmus+ programme involving organisations from these countries.

With a new record total budget of €272 millions, the European Commission launched the new 2022 Erasmus Plus European Universities call. This is a Call for Proposals to support European universities in their further rollout initiative across Europe.

European Universities

The European Universities support systemic, structural and sustainable transnational cooperation among diverse higher education institutions across Europe, covering all their missions:

  • education,
  • research,
  • innovation and
  • service to society.

Through cooperation, European universities promote common European values and strengthen the European identity. They support higher education through:

  • the high quality they provide;
  • high standard performance;
  • great attractiveness to young people;
  • international competitiveness.

2022 Erasmus Plus European Universities Call

The Call for Proposals builds around 2 topics:

  1. Intensification of prior deep institutional transnational cooperation: to provide support for already existing deep institutional transnational cooperation alliances. The aim is to build upon the institutional cooperation achieved so far and to further deepen, intensify and expand the effectiveness of this existing cooperation in order to progress towards the long-term vision of the ‘European Universities’. New higher education institutions have the opportunity to join these existing alliances as full partners.
  2. Development of new deep institutional transnational cooperation: to provide support for applicants wishing to establish new deep institutional transnational cooperation in a new ‘European Universities’ alliance.

As per tradition for 5 years now, the Erasmus Days are being celebrated in October. The 2021 edition sees a special attention to the priorities of the new Erasmus Plus Programme 2021-2027:

  • Promoting inclusion and diversity;
  • Making projects ‘greener’ and encouraging environmentally sustainable and responsible behaviour among participants and participating organisations;
  • Supporting the digital transition through projects and activities that boost digital skills, foster digital literacy and develop understanding of the risks and opportunities of digital technology;
  • Promoting the participation of young people in democratic processes and civic engagement.

#ErasmusDays 2021

The 5th edition of the Erasmus Days will take place on October 14th, 15th, and 16th, and will qualify as a whole celebration of the Erasmus Plus Programme.

The event runs under the supervision of the European Commission, and nationally under the coordination of the National Agencies. It brings together all the European countries, plus extra-EU countries (Iceland, Liechtenstein, North Macedonia, Norway, Serbia, Turkey), and the partner-countries. It is still uncertain the participation of the United Kingdom.

The event running over three days involves participants and beneficiaries, across all sectors, in a bunch of events, testimonies, meetings, conferences and presentations.

In the past edition, the Erasmus Days have seen an high participation, with more than 5,000 events in 82 countries.

What To Do

Even if the event will take place in mid-October, the Nationa Agencies encourage participants to already start preparing. The Erasmus Days 2021 in fact will be a great occasion to:

  • Share your own Erasmus Plus experience;
  • Disseminate the results of your projects;
  • Find out the news about the Erasmus Plus Programme 2021-2027;
  • Have a confrontation with other organisations;
  • Build new partenerships.

The National Agencies warmly encourage everyone to take the initiative and organise an event under the Erasmus Days. The beneficiaries of such encouragement are: schools, institutions, universities, resource centers, organisations, cooperatives, associations, NGOs and more.

How To Participate

In order to organise an event, it is necessary to:

  • register the event on the European map, filling out the form available online;
  • write a short text (max. 550 words) with the information on the event;
  • add an image/picture that represents the event;
  • select the thematic area, the typology of your event;
  • if the event refers to an Erasmus Plus project, it is possibile to attach a brief description of the project itself;
  • your event will be revised and approved by the editorial staff.

The Call for submission to the Erasmus Mundus Design Measures is now open.

The main objective of Erasmus Mundus Design Measures (EMDM) is to encourage the development of new, innovative, high-level integrated transnational study programmes at Master level. These design measures should involve

  • Erasmus+ Programme Countries,
  • Institutions, and/or
  • Thematic areas that are under-represented in Erasmus Mundus (see Erasmus Mundus Catalogue).

The programme should enhance the capacities of universities to modernise and internationalise their curricula and teaching practices, pool resources, and for higher education systems to develop common mechanisms in relation with quality assurance, accreditation and recognition of degrees and credits.

The support wants also to explore and exploit the opportunities that come by the European Approach for Quality Assurance of Joint Programmes. With a base on the high degree of jointness/integration among the participating institutions, such transnational programmes should contribute to the integration and internationalisation of the European Higher Education Area (EHEA).

Who can apply

Any higher education institution established in a Programme or Partner Country can submit an application.

Duration of project

15 months

Deadline for application

Applicants have to submit their grant application by 26 May at 17:00 (Brussels time).

Based on the last statistics, in 2019 54,619 young people participated in the Erasmus Plus programme to and from the UK. This happened thanks to 684 projects activated with the support of 144.69 millions grants.

The Erasmus Plus programme is a well-established scheme that provides crucial fundings to support existing relationships to mobility initiatives. Not just mobility in education and training, but also mobility in the field of youth, from Outermost regions. And also Erasmus Mundus and the Erasmus Plus Master Loans (Key Action 1). Other initiatives are those aiming to build cooperation for innovation and the exchange of good practices (Key Action 2). Plus initiatives to support the policy reform (Key Action 3). The decision to opt out robs youngsters and students of opportunities that are central to academic, personal and professional development.

Under the new deal with the EU, the UK has decided to leave the Erasmus Plus Programme due to BREXIT. It includes also the European Solidarity Corps.

This means that the English and European youngsters, willing to go to the UK for mobility initiatives, will no longer participate in the Erasmus Plus Programme starting from January 2021. The reason given by the UK is that the Erasmus Plus Programme would have been too expensive to face after BREXIT. The existing Erasmus scheme is thought to be worth around £243 millions in income a year to the UK economy.

Despite the UK leaving the Erasmus Plus, UK and other countries beneficiaries can continue to take part in grants already approved until their end date, even if it is after 2020.

The BREXIT deal on Erasmus Plus would effectively blow a hole in the education sector and deprive young people of opportunities, as it facilitates opportunities for young people for whom it otherwise would not be financially viable.

As a replacement to the Erasmus Plus programme, the UK Prime Minister has mentioned the “Turing Scheme“. The Prime Minister says this will give students the opportunities to travel to “the best universities in the world”. Not solely universities based in Europe. Such new scheme seems to identify as a one-way scheme with English participants only. It is also designed only for universities and schools. There is no provision (as far as we know) for non-formal education, youth, sport, vocational training or lifelong learning.

The implications about travelling and visas are not clear so far. In fact there is not a statement by the UK Government nor a guidance by the National Agency on the matter.
