The European Commission has initiated the call for proposals for the 2024 cycle of Erasmus+, the European Union’s initiative supporting education, training, youth, and sport across Europe.

Overview

With a substantial budget of €4.3 billion for the upcoming year, Erasmus+ will maintain its commitment to facilitating transnational experiences for school pupils, higher education students, and vocational education and training participants. The program will also extend opportunities to adult learners, educators, staff, and young people engaged in non-formal learning programs.

In response to the impact of inflation on those studying abroad and to encourage broad participation, the program will elevate mobility grant levels. In line with the 2023 approach, individual support grant amounts for those undertaking learning experiences abroad will be adjusted by 5.9% in most mobility actions for the 2024 call. Additionally, a 12.27% increase was implemented in 2023.

In 2024, the program will introduce enhanced incentives for sustainable travel, positioning it as the default option. Participants from remote areas, islands, or places lacking sufficient rail networks will receive appropriate compensation for utilizing sustainable modes of travel. Notably, travel contributions will be extended for intra-European higher education mobility, ensuring more consistent funding rules across all sectors.

Cooperation activities under Erasmus+ will persist in bringing individuals and organizations together to address the program’s four overarching key priorities: inclusion, active citizenship and democratic participation, and green and digital transitions.

These activities can range from supporting local-scale projects to transnational initiatives such as European Universities, dedicated to transnational university alliances, Centres for Vocational Excellence, and Erasmus+ Teacher Academies, all playing pivotal roles in the green and digital transitions of education and training systems.

Erasmus+ remains committed to supporting Ukraine through projects that encourage incoming learning mobility, empower individuals with new skills, combat disinformation, and facilitate the integration of refugees into new educational systems.

The program will also maintain its central role in promoting common EU values. All program beneficiaries and their implemented activities will align with and promote values such as human dignity and rights, freedom, democracy, equality, and the rule of law.

Under this Erasmus+ call for project applications, any public or private body active in the fields of education, training, youth, and sport can seek funding either via Erasmus+ National Agencies or the European Education and Culture Executive Agency (EACEA).

Background

The total budget available for Erasmus+ from 2021 to 2027 is €26.2 billion, supplemented by around €2.2 billion from the EU’s external instruments. Since 1987, the Erasmus+ program has benefitted over 14 million people through participation in various education, training, and youth mobility activities, continuously expanding its reach.

Next Steps

The Commission has launched the call for proposals under the Erasmus+ initiative for 2024, following the adoption of the 2024 work program.

The Commission is in the process of preparing the mid-term evaluation of the ongoing program (2021-2027) and the final evaluation of the predecessor program (2014-2020). This will be submitted to the Council, European Parliament, Committee of the Regions, and the European Economic and Social Committee. A public consultation has been initiated in all 24 EU languages to collect opinions on Erasmus+, running until 8 December.

Empowering Youth Globally: The European Solidarity Corps and EU Youth Strategy

Calls for proposals, both general and specific, are issued by the Commission or the Executive Agency, aligning with Financial Regulation Article 189(1). The annual general call for proposals, accompanied by the Programme Guide, serves as a comprehensive resource outlining project objectives, requirements, and application procedures.

  • Direct and Indirect Management: Diverse Implementation Channels

Actions are implemented through direct and indirect management. National Agencies handle indirect management, while direct management grants are awarded by the Education, Audiovisual and Culture Executive Agency (EACEA).

Grant awards, including those without a formal call for proposals as permitted by Article 195 of the Financial Regulation, showcase the Corps’ adaptability in addressing emerging challenges.

The latest Jean Monnet call, available as part of the 2023 Erasmus+ Programme Guide, contains the following actions to support schools:

Jean Monnet Learning EU Initiatives – for individual schools

Learning about European Union initiatives will support schools & Vocational education and training institutions, enabling them to provide content on European Union-based subjects (democracy, EU history, how the EU works, cultural diversity—among others). Activities could include project weeks, study visits and other immersive activities.

Networks of school – 6 schools / 3 programme countries

Networks of schools, Vocational education, training institutions and higher education institutions will participate in the Jean Monnet strand by providing Teacher Training /Education. This would give students an international aspect while also allowing them to experience co-teaching within a group of countries.

Teaching training – for teacher training institutions

This action will support Higher Education Institutions or Teacher Training Institutes/Agencies to organize activities in order to enable teachers in schools and Vocational Education and Training providers to develop new skills, thus empowering them through a better understanding of the EU and its functioning.

The European Commission has published the 2023 Annual Work Programma for the implementation of the European Solidarity Corps programme.

The European Solidarity Corps initiative was launched in December 2016. It aimed to create new opportunities for young people to engage in solidarity related activities for the benefit of communities and people around Europe and first operated within the context of eight pre-existing EU programmes.

The 2023 Budget

The maximum Union contribution for the implementation of the programme for 2023 is set at EUR 142,200,000, and will be financed with:

  • general budget of the Union for 2023,
  • EFTA contributions to the programme,
  • other participating countries contributions to the programme.

Objectives and Action of the European Solidarity Corps

The specific objective of the Programme is to provide young people, including young people with fewer opportunities, with easily accessible opportunities for engagement in solidarity activities that induce positive societal changes in Europe and abroad, while improving and properly validating their competences, as well as facilitating their continuous engagement as active citizens.

To achieve its objective, the Corps implements the following operational actions:

  • volunteering (volunteering under the ‘participation of young people in solidarity activities’ strand and under the European Voluntary Humanitarian Aid Corps);
  • solidarity projects;
  • networking activities;
  • quality and support measures.

The work programme 2023 will also support the following specific annual policy priorities defined for the ‘Volunteering teams in high priority areas’:

  1. Relief for persons fleeing armed conflicts and other victims of natural or man-made disasters;
  2. Prevention, promotion and support in the field of health;
  3. Inclusion and diversity;
  4. Environmental sustainability and climate goals;
  5. Digital transformation;
  6. Participation in democratic life.

Implementation of the Programme

In 2023, the second full year of implementing the European Solidarity Corps under the new legal base, the Commission is planning to launch a general call for proposals to cover the following actions:

  1. Volunteering: Individual Volunteering projects, Volunteering Teams in High-Priority Areas, and European Voluntary Humanitarian Aid Corps.
  2. Solidarity projects: bottom-up, solidarity-related activities, for a period of up to 12 months and are set up and carried out by groups of at least five Corps participants, addressing key challenges in their communities while presenting clear European added value. Such projects must not substitute traineeships and/or jobs.
  3. Networking activities: national or transnational activities to support the Corps in fulfilling its objectives and priorities.

The European Commission has recently published the 2023 Annual Work Programme for Erasmus+ for Education, Training, Youth and Sport.

Erasmus Plus Programme

The Erasmus Plus is the Union Programme the general objective of which is to support, through lifelong learning, the educational, professional and personal development of people in education, training, youth and sport, in Europe and beyond, thereby contributing to sustainable growth, quality jobs and social cohesion, to driving innovation, and to strengthening European identity and active citizenship.

In order to achieve its objectives, the Erasmus+ Programme implements the following Actions:

  • Key Action 1 – Learning mobility;
  • Key Action 2 – Cooperation among organisations and institutions;
  • Key Action 3 – Support to policy development and cooperation;
  • Jean Monnet actions.

News on the E+ 2023 Annual Work Programme 

The KA3 Call for Proposals European Youth Together has been confirmed for the next year with a budget of 8 millions (same as 2022).

The budget for KA1 Actions has been increased from 132 millions to 157 millions, with an increase of 19% compared to 2022.

While KA154 Actions will not be seeing a variation on budget, which remains 30 millions.

A special KA2 Action for Ukraine is provided.

This week, the German presidency of the Council reached an agreement with the European Parliament’s negotiators regarding the next multiannual financial framework.

Importantly, the framework includes the budget aimed at the Erasmus+ program.

The comprehensive financial package has an amount of €1 824.3 billion. It combines the next multiannual financial framework – €1 074.3 billion – and a €750 billion temporary recovery instrument, Next Generation EU.

Finally, the political package agreed with the Parliament includes:

  • a targeted reinforcement of EU programmes, including Horizon Europe, EU4Health and Erasmus+, by €15 billion through additional means (€12.5 billion) and reallocations (€2.5 billion) in the course of the next financial period, while respecting the expenditure ceilings set out in the European Council conclusions of 17-21 July;
  • more flexibility to allow the EU to respond to unforeseen needs;
  • greater involvement of the budgetary authority in the oversight of revenue under Next Generation EU;
  • higher ambition on biodiversity and strengthened monitoring of biodiversity, climate and gender related spending;
  • an indicative roadmap towards the introduction of new own resources.

At this moment, the deal will be submitted to the member states for endorsement.

The European Commission announced today the first 17 beneficiaries of the European Universities call, that was released last October.

They made it through a process of selection amid the 54 applicantions. The chosen projects will involve 114 higher education institutions from 24 Member States. They were evaluated by “26 independent external experts, including rectors, professors and researchers, appointed by the Commission”, as reports the press release. The pilot initiative is now ready to take off.

What is it about?

The goal of the project is to enhance the quality and attractiveness of European higher education and boost cooperation between institutions, their students and staff. This will be reached thanks to closer collaborations, different from the ones already existing. European Universities in fact are meant to be “inter-university campuses around which students, doctoral candidates, staff and researchers can move seamlessly”.

Learners will be given the opportunity to personalize their curricula, by choosing between a set of courses in different institutions, depending on the features of the project. These curricula will then be officially recognized all across Europe and the participants will get an European degree. The projects are designed to make also an impact on the community they are located in: “European Universities will also contribute to the sustainable economic development of the regions where they are located, as their students will work closely with companies, municipal authorities, academics and researchers to find solutions to the challenges their regions are facing”.

Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, said: “I am pleased to see the ambition of the first 17 European Universities, which will act as role models for others across the EU. They will enable the next generations of students to experience Europe by studying in different countries. I am convinced that this initiative, a key building block of the European Education Area, will be a real game changer for higher education in Europe, boosting excellence and inclusion.”

How much is the budget?

The total budget available amounts to EUR 85 million – 5 million for each university alliance. The alliances have to be implemented and carried out within 3 years. This phase is really important, as this is a pilot initiative, to pave the way for more similar projects to come. There will be a close monitoring activity, in order to register pros and cons of every step. The first budget proposal was drafted in the Erasmus+ Annual Work Program 2019; it reached 60 million after its amendement, and inflated again after a redeployment of funds followinf a proposal of the European Commission.

When will there be the next chance to apply?

The call was published last October. The projects under this call are meant to be a test for the ones to come. The next call will be pulished in autumn and will foresee similar pilot initiatives. The test period will last for the biennium 2019-20, waiting for the actual projects to be rolled out from 2021.

The European Commission proposed to add EUR 100 million for Horizon 2020 and Erasmus+ programmes. This sum comes from an enhancement of the EU’s 2019 budget, as declared by the European Commissioner for Budget and Human Resources, Günther H. Oettinger: “In December, the EU institutions agreed to increase the budget for research and student mobility as soon as we would have available means. Today, 100 million euros are added on top of what was already foreseen. This is great news for researchers and students in Europe as they will be able to count on more support from the EU for their projects“.

The resources will be distributed as follows: 80 million for the Horizon 2020 programme, in order to foster the climate research and contributing towards tackling the climate issue that threatens the whole world. As the press release says, this amount is set to comply with the ambitious target of devoting 35% of Horizon 2020’s budget to climate-related research.

The remaining 20 million will be allocated to the Erasmus+ Programme, mainly for the European Universities. This pilot programme foresees the creation of a network of 12 universities whitin which the students can move, having their studies recognized and adding an European valude to their degrees. This falls under the European Education Area view to be reached by 2025.

The proposal is still to be discussed by the EU parliament and Council.

It all started with the decision from Turkey to stop being among the six majior donors, and from Russia to suspend payments for the year 2017. Now, the Council of Europe is facing a serious financial crisis, that is putting into danger many branches of the organisation itself – first of all, the Youth Deparment. A contingency plan, released on 3 May, foresees in fact proportional cuts for all sectors – except for the youth secotor, that will suffer most from this crisis.

Should Russia evetually leave the CoE, in fact, this last one could be discontinued after 2020. The alternative would be a partial agreement on voluntary basis according to the will of the member states (with extra funding needed). The formal committee will meet on 23 May, after some informal consultations. In the meantime, the affected stakeholders did not stay quiet.

The reactions

The European Youth Forum, together with representatives from the major Political Party Youth Organisations active in Europe and beyond, released a public statement denouncing the cut:


Over the decades, the Youth Department of the Council of Europe has been helping young people to become responsible European citizens who advocate human rights, rule of law and participate fully in democratic life and processes. To better achieve this, thousands of young people and today’s experts who act as multipliers, have been trained through the CoE Youth Department while a vast number of European NGOs and networks have been receiving financial and technical assistance to further advance democracy, human rights and the rule of law.

The news is spreading across Europe and the Youth organisations are already clustering to prevent the cuts that are going to affect the Youth sector. The Youth department of the Council of Europe, that works closely to the European Commission in many co-operation projects, is as much pivotal as the European Union for the education of the new generations of Europeans. The fact that political matters, as the ones behind the decision from Russia and Turkey are, can affect the core of European values, is what is being contested.

The Youth department of the CoE

The international organisation of the Council of Europe was founded in 1949 by 47 countries. It aims at fostering human rights, democracy and the rule of law. Since 1972, the works within the Youth Department are managend in co-operation with the Advisory Council. This is made up of 30 representatives from youth NGOs and networks who provide opinions and input on all youth sector activities, together with setting the priorities and suggestions.

It also ensures that young people are involved in other activities of the Council of Europe. Here, representatives of the governements of the member states work closely with young people, who are then in the position of being able to influence important decisions on the functioning of the Youth Department. That is why it is so important to push for a better understanding of the issue: the more we know, the more we can make an impact.
