How is the European Union supporting Ukrainian pupils, teachers and people fleeing from Ukraine?

Let’s have a look at the initiatives.

The Cohesion’s Action for Refugees in Europe (CARE)

The Cohesion’s Action for Refugees in Europe (CARE) allows Member States and regions to provide emergency support to people fleeing from Russia’s invasion of Ukraine, as it:

  1. Swifts reallocation of available funding from the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Fund for the European Aid to the Most Deprived (FEAD) to finance a wide range of measures supporting people fleeing Ukraine.
  2. Provides emergency support covering the basic needs of people fleeing Ukraine. These needs include access to services such as temporary accommodation, food and water supplies or medical care.

The Erasmus Plus Programme

There are many ways the Erasmus Plus programme is helping Ukrainian people:

  1. Ukrainian young people and pupils can be welcomed quickly by education and training institutions involved in Erasmus+ cooperation projects, with flexible use of project funding.
  2. If you are a Ukrainian teacher or trainer, you can receive financial support to facilitate your integration.
  3. If you are a qualified staff, you may be sent, on a temporary basis, to regions where refugees are accommodated.
  4. Institutions benefiting from ongoing Erasmus+ projects in areas such as inclusion, diversity and integration of refugees can, on a voluntary basis, reallocate part of their funds in support of activities for Ukrainian refugees.

The School Education Gateway

The European Union has provided the School Education Gateway to help teachers and students currently fleeing Ukraine:
  1. It will facilitate the exchange of information and experiences and support the integration of young Ukrainian refugees into the education systems of the Member States.
  2. The SEG will organise a professional development course on the integration of newly arrived teachers refugees in schools.
  3. It will become the place informing about educational resources, which will allow children to continue learning also in their mother tongue. The Gateway can establish a link with national learning platforms made available to young people and teachers in Ukrainian language.

The European Commission will also set up an EU Education Solidarity group for Ukraine to pool the expertise of every Member State on the continuing training of young Ukrainian refugees.

Future challenges of digitisation for competition policy: that’s the main topic of the one-day conference planned for 17 January 2019 by the Commissioner for Competition, Margrethe Vestager.

The changes that the EU market has to face, due to digitalisation, are actually being studied for almost one year. Three external advisers – Professors Heike Schweitzer, Jacques Crémer and Assistant Professor Yves-Alexandre de Montjoye – have been working on a report since 1 April 2018, which has to be released on 31 March 2019.

The topic

The issue of digitalisation and how it affects the competitiveness of the markets is part of a wider reflection over how competition policy can best serve European consumers. The importance of competition in the markets was underlined by Vestager in a speech dating back to 18 September 2017, when she said: “Just as the competition of ideas is fundamental to a free society, competition in our markets is fundamental to a fair one (…). Competition is the motor that drives businesses to do better for consumers. To cut prices. To offer more choice. To produce innovative products”.

The Commission will also use the contributions of several stakeholders that have to deal with digitalisation, who will also take part in the conference.

The contest

Also university students will have the possibility to get involved in the field. The Commission has in fact launched a Student Challenge: whoever wishes to take part in the contest should follow the conference (it will be web streamed here) on 17 January, come up with contributions to the discussion – just as they were part of the speakers – and, starting from the following day and until 31 January, send them to the Commission. The best entries, selected by a jury of DG Competition officials, will be published on the Commission website no later than 7 February, where it will be possible to vote for the best ones until 21 February 2019. The winners will be offered a trip to Brussels on March 13, where they will present their submissions and have an hour-long meeting with Margrethe Vestager, Commissioner for Competition.
