3rd Euroturec conference: Technical presentation of Erasmus+ Programme with National Agency and NGO experts and networking opportunity

Looking for organisations with a high interest in expanding to the youth sector and especially in the youth exchanges field.

The team of the EUROTUREC project (CSD-VI), with the support from National Agencies and of external experts from experienced NGOs will hold an online conference on April 6th 2022, from 1.30pm to 4.00pm CET (from 3.30pm to 6pm Turkish Time). The conference is addressed to organisations with none or limited experience in Erasmus+ Programme and will be the occasion to present the opportunities of this Programme for this type of Civil Society Organisations. The conference will have simultaneous translation from English to Turkish to foster the participation of Turkish Civil Society Organisations

Aim of the Conference

  • connect interested organisations in Erasmus+ opportunities with specialists of the field that will openly share their experiences, good practices and challenges;
  • interactive presentations of the main opportunities, their differences and specifications;
  • opportunity of networking with organisations across Europe from the participating countries;
  • Work in small groups to design new project ideas.

About EUROTUREC

“EUROTUREC” (ref num. CSD-VI/372) is supported by the EU Programme “Supporting Civil Society Dialogue Between EU and Turkey Grant Scheme (CSD-VI)”. The aim of the Program is to foster cooperation between the Turkish and European Civil Society.

EUROTUREC is the follow-up of GloCal Recognition (CSD-V/397) and it aims at fostering the recognition and establish long-term cooperation between Turkish and European CSOs.

The main concrete objectives are:

1- reinforce partnerships and create concrete support to foster cooperation opportunities between Turkish and European CSOs;

2- further development of certification-and-support tools for volunteers and CSOs’ staff;

3- train organisations’ key members in volunteers’ management, networking and project development;

4- increase the number of CSOs and of young people benefitting from the GloRe system and network;

5- reinforce the network internal governance fostering a sense of belonging and reliability;

6- boost the recognition of involved CSOs and the civil society ecosystem through activities of analysis, networking and dissemination.

As the end of the seven-year-period 2014-20 approaches, it comes the time for a new European Youth Strategy. The leading words are three: engage, empower, connect.

The main issue at stake is inclusion, in all of its shades: how to foster it in the democratic life of young Europeans, how to guarantee the participation of people with fewer opportunities in such process, which tools, activities and actions are better to implement. The main point of the dedicated report (“A sit at the table for everyone”, by Salto Youth resource center) is to propose effective actions, on the base of what has been done until now.

Engage

First of all, the main issue is to reach out to every young person. Here it plays a fundamental role the difference between youngsters with fewer opportunities and unorganised youngsters. The first group may be unorganised, or may be not; but, for sure, its members face difficult situations (due to physical disabilities, economical problems, geographical distance, lack of facilities, etc) that make harder for them to create and get involved, even after trying to organise themselves.

The second group instead may be composed by people in difficulty – or may be not. The only thing that characterizes the group is the fact that they are not properly ogranised under the umbrella of a private or semi-private body. The difference is important because it set the target of the inclusion mission: not the unorganised people that, potentially, have the possibility to stand up and fight for themselves; but rather the people with fewer opportunities, that are the ones who may not be in the practical contitions of make up a group and raise their voice.

Empower

People with fewer opportunities are the ones that need to be empowered most. The risk of marginalisation can be prevented by giving the people more at risk the right tools to be at the forefront of European policy making process. Fostering the democratic participation of young people in the political life of the community they live in can in fact be itself and instrument of social and civic development. But an interesting focus is where Europeans stakeholder can improve and the moments when it has not been done before. Where can the system be improved? How? The report tries to answer to these questions by proposing a set of services, activities, actions and awareness raising tools.

Connect

So, the strategy wants to get to a better involvement of young people by enhancing the already existing European programmes, together with the new ones – as the European Solidarity Corps intiative. The report provide four main strategies to foster inclusion:

  • the combination between the three key actions of the Erasmus+ programme;
  • reducing the complexity of the application process;
  • more Key Actions (in order to overtake the idea of just the KA3 as the “participation Key Action”, ofr example);
  • the creation of Youth Goals.

There ideas are described in more details at p. 11/12 of the report.

The report

The main goal of the report, released in the last weeks, is not only to raise awareness on the inclusion challeges that every organisation and project has to deal with – indeed, everyone is pretty aware of the situation. It focuses more on which actions and activities to enhance or implement to tackle the situation.

On 15 February 2019 the European Commission released some amendments of the Erasmus+ Annual Work Programme for the year 2019. First, relevant news: the total budget has increased to EUR 3,270,450,701 (over 250 million more than the amount adopted at the outset)

The review came after the adoption of the 2019 budget and the revised amount of internal and external assigned revenues. It will make new actions

The National Agencies have been notified the breakdown by country of the allocations for the Erasmus+ programme and the conclusions are pretty positive.

Taking as example the Italian National Agency, what we could see is that there was an overall increase of budget in every field of the programme. The total budget allocated for Italy amounts to EUR 12.767.615, out of a total of EUR 3.019.506.507 (as per the Erasmus+ annual work programme 2019).

What is most interesting though is the breakdown of the fund by field. A part from the overall increase, in fact, we could observe an increase especially for the training courses. Whereas in 2018 the funds allocated accounted for EUR 1.602.711, in 2019 they will reach EUR 2.204.784 – an increase of over 37%.

Soon afterwards, the most relevant increase is the one relating to KA1 projects. In 2018, they were funded by EUR 5.634.305; in 2019, the sum amounts to 7.349.278 – over 30% more.

Erasmus+

For youth exchanges, there was an increase of nearly 28%, passing from EUR 4.031.594 in 2018 to EUR 5.144.495 in 2019. Regarding all the rest of activities, the general increase stays slightly over 22%.

On average, we could estimate an increase of nearly 28% (27,85%, to be more accurate) from 2018 to 2019.

Whether this growth applies also all the other countries at the same rates, is of course up to the National Agencies – without prejudices to the limits set by the European Commission.

The criteria for setting out the available amount by country follows the guidelines as stated in the annual work programme (see p. 122), that are:

  • a) Country Population (Eurostat latest update: 09/04/2018);
  • b) Cost of Living (Eurostat latest update EU 28: 19/12/2017; latest update EU-3 (EFTA): 19/02/2018);
  • c) Distance between capitals (Ephemeride latest available data; date of extraction 03/04/2014);
  • d) Performance
